Megamouse 7b92cbcb9a input: use std::array for sticks, sensors and motors 
We always have the same amount of those.
So using a vector has always been a bit confusing.

Update BUILDING.md 
Third party dependencies have been merged into the source tree as submodules! If you previously installed RPCSX when you needed `spirv-cross`, `gslang`, or `xbyak`, you should run:
```
git pull
git submodule update --recursive --remote
```
