Update BUILDING.md

Browse source 
Third party dependencies have been merged into the source tree as submodules! If you previously installed RPCSX when you needed `spirv-cross`, `gslang`, or `xbyak`, you should run:
```
git pull
git submodule update --recursive --remote
```
