Update ESP32 OTA minimum firmware version to 2.7.18 
Per firmware and Android repo review, the correct minimum version
for ESP32 BIN OTA (BLE/WiFi) is 2.7.18, not 2.7.10. NRF DFU has
no version-based gating requirement.
