My example of the employees component was wrong because it is a Razor Page component, not an MVC component, so you cannot set the `asp-controller` and `asp-action` attributes to navigate to the employees component. I mixed up incompatible technologies. The `<a>` Tag Helper only works with MVC, not Razor Pages.
