Add Volume/Brightness control

- Adds Power Control
- Repeat keystrokes
- Allow to control OSD and Fan from Power Control
- Improve flickering of OSD
- Add Volume Up/Down controls (disable with `EnableVolumeControl` in `PowerControl.dll.config`)
